Amounts appropriated or provided under this Act, or an amendment made by this Act— shall be used only for the public health purposes described in this Act (including the amendments made by this Act); and shall not be used to— fund the incarceration, institutionalization, or involuntary treatment of individuals to address the illicit use of substances; or procure equipment or support activities inconsistent with the public health purposes described in this Act (including the amendments made by this Act).
