It is the purpose of this Act to amend the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3101 et seq. ) to further promote digital equity by— building digital skills for current and incoming workers in in-demand industries in order to advance access to good jobs and fill in-demand occupations of the 21st century by establishing capacity within postsecondary education, adult education, and workforce development systems to deliver digital skills training and to design such training; and fostering digitally resilient individuals and education and workforce development systems.
