Nothing in this Act— shall be construed to supersede the privacy protections afforded parents and students under section 444 of the General Education Provisions Act ( 20 U.S.C. 1232g ) and such protections shall apply as if each program funded under this Act is an applicable program under that section; shall be construed to permit the development of a national database of personally identifiable information on individuals receiving services under this Act; or shall require the disaggregation of data when the number of individuals in a category is insufficient to yield statistically reliable information or when the results would reveal personally identifiable information about an individual, or would reveal such information when combined with other released information.
