The Secretary of Agriculture, acting through the Chief of the Forest Service, may— evaluate a request from another country for technical assistance for tree planting activities; subject to the evaluation under paragraph
(1)and the availability of Forest Service personnel and funding, provide to another country technical assistance for tree planting activities, including sharing— personnel; and knowledge through communications and technical on-site instruction; and enter into a partnership with a nongovernmental entity that is located outside the United States or that is located in the United States and operates internationally— to engage in activities that restore vegetation; and to promote and improve global carbon sequestration through revegetation activities.
