Not later than 30 days after the date of certification of the plebiscite results of the Elections Commission pursuant to section 101(d) in which the statehood status option is favored, the President shall initiate a review of Federal laws with respect to Puerto Rico, including Federal laws relating to— taxation of persons and businesses; health care; housing; transportation; education; and entitlement programs. Not later than 1 year after the date on which the President initiates a review under subsection (a), the President shall submit to Congress recommendations for changes to Federal laws identified during the review, as the President determines to be appropriate.
