In carrying out research, development, and demonstration under this title, the Secretary of Energy, in collaboration with the heads of other appropriate Federal agencies, shall conduct full-system lifecycle analyses of emissions and other environmental impacts from carbon dioxide removal technologies and methods. In carrying out research, development, and demonstration under this title, the Secretary of Energy shall conduct environmental justice analyses of carbon dioxide removal technologies, methods, and siting, including impacts on local and regional conventional air pollution.
