Section 5 of the Watershed Protection and Flood Prevention Act ( 16 U.S.C. 1005 ) is amended to read as follows: The Secretary shall allocate not less than 50 percent of the total amount made available under this Act for each fiscal year for the planning, design, or construction of multibenefit works of improvement. .
