Section 304(a)(4) of the Emergency Planning and Community Right-To-Know Act of 1986 ( 42 U.S.C. 11004(a)(4) ) is amended— by striking the period at the end and inserting ; or ; by striking release which and inserting the following: “release— that ; and by adding at the end the following: of air emissions from animal waste (as defined in section 103(e)(2) of CERCLA ( 42 U.S.C. 9603(e)(2) ) (including decomposing animal waste) at a farm (as defined in that section). .
