Section 590(g) of title 40, United States Code, is amended by adding at the end the following: This subsection shall apply with respect to the Senate and agencies in the legislative branch that are not entities of the Senate or of the House of Representatives (in this paragraph referred to as legislative branch agencies ) in the same manner as it applies to an Executive agency, except that— the authority granted to the Office of Personnel Management shall be exercised— with respect to a legislative branch agency, by the head of the legislative branch agency; or with respect to the Senate, by the Majority and Minority Leaders of the Senate, in accordance with regulations promulgated by the Committee on Rules and Administration of the Senate; and amounts may be made available to implement this subsection with respect to the Senate without advance notice to the Committee on Appropriations of the House of Representatives. .
