Section 112 ( 20 U.S.C. 9512 ) is amended— in paragraph (4), by inserting , State, and local after national ; in paragraph (5), by striking and after the semicolon; in paragraph (6), by striking the period at the end and inserting ; and ; and by adding at the end the following: build national, State, and local capacity to understand, make use of, and disseminate data. .
