It is the sense of the Senate that— to implement the National Defense Strategy, the Department of Defense requires thoughtful and thorough analysis to ensure efficient and effective use of each taxpayer dollar to inform tradeoff analysis that delivers the optimum portfolio of military capabilities; the Secretary of Defense requires timely, insightful, and unbiased analysis on cost estimation for major defense acquisition programs; and the Office of the Director of Cost Assessment and Program Evaluation supports implementation of the National Defense Strategy by— providing insight into the costs of major defense acquisition programs and other technology development initiatives that enables responsible budgeting and proactive management decisions so that the Department can control cost, drive efficiency, and achieve savings; ensuring that the cost estimation workforce of the Department of Defense is using the most modern and realistic cost estimation methodologies, tools, and tradecraft, including the collection and distribution of data through the Cost Assessment Data Enterprise; and providing timely review and oversight of cost estimates performed by the defense agencies and military departments.
