Section 617 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 ( Public Law 117–263 ) is amended— in the section heading, by striking ; and ; notice to certain congressional committees by striking subsections (a), (b), and
(c)and inserting the following: Subject to subsections
(b)and (c), the Secretary of Defense may announce reductions in the cost-of-living allowance for a member of the uniformed services assigned to a duty station located outside the continental United States— not more than two times per year; or in connection with a permanent change of station for such member. The Secretary may not make a reduction under subsection
(a)in the allowance described in that subsection by an amount that exceeds 10 percent of the amount of the allowance before the reduction. The limitations under subsections
(a)and
(b)shall not apply to reductions in the allowance described in subsection
(a)relating to changes in foreign currency exchange rates. The Secretary may phase in the reductions described in subsection (a). The Secretary may increase the allowance described in subsection
(a)for a member of the uniformed services at any time. .
