Sec. 571. Expansion of Junior Reserve Officers’ Training Corps

Section 2031 of title 10, United States Code, is amended— in subsection (a)(1)— by striking The President shall promulgate and inserting The Secretary of Defense shall promulgate ; and by striking maintained, and shall provide and all that follows through the period at the end and inserting maintained. ; and by adding at the end the following new subsection: The Secretary of Defense shall establish and support not less than 3,400, and not more than 4,000, units of the Junior Reserve Officers’ Training Corps. The requirement under paragraph
(1)shall not apply— if the Secretary fails to receive an adequate number of requests for Junior Reserve Officer’s Training Corps units by public and private secondary educational institutions; and during a time of national emergency when the Secretaries of the military departments determine that funding must be allocated elsewhere. .
