Nothing in this subtitle or an amendment made by this subtitle shall be construed to authorize the withholding of information from Congress. Except in the case of the amendment to section 552 of title 5, United States Code, made by section 721(b), no person may seek or obtain judicial review of any provision of this subtitle or any action taken under a provision of this subtitle.
