Section 5949(b) of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 ( Public Law 117–263 ) is amended— by redesignating paragraphs
(3)through
(7)as paragraphs
(4)through (8), respectively; and by inserting after paragraph
(2)the following new paragraph: The Secretary of State may provide a waiver on a date later than the effective date described in subsection
(c)if the Secretary determines the waiver is in the critical national security interests of the United States. .
