In this Act: The term coastal State — means a State of the United States in, or bordering on, the Atlantic, Pacific, or Arctic Ocean, the Gulf of Mexico, the Long Island Sound, or one or more of the Great Lakes; and includes Puerto Rico, the United States Virgin Islands, Guam, the Commonwealth of the Northern Mariana Islands, and American Samoa. The term fellow means an individual awarded a fellowship under section 5. The term Secretary means the Secretary of Commerce.
