Section 12(1) of the National Voter Registration Act of 1993 ( 52 U.S.C. 20511 ) is amended— in subparagraph (B), by striking ; or at the end; and by adding at the end the following new subparagraph: processing or scanning ballots, or tabulating, canvassing, or certifying voting results; or .
