Section 4405(c)(3) of the Food, Conservation, and Energy Act of 2008 ( 7 U.S.C. 7517(c)(3) ) is amended by adding at the end the following: The Secretary shall establish a panel— to review applications submitted to the Secretary pursuant to this paragraph; and to make recommendations to the Secretary with respect to those applications. The panel required under clause
(i)shall include— at least 1 member with experience as a healthcare provider; and at least 1 member with experience administering health plans. .
