Not later than 5 years after the date of enactment of this Act, the Comptroller General of the United States shall— conduct a review of the fiscal controls of States that receive assistance under section 432 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as added by section 3; and make recommendations regarding the program established under such section to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives.
