Notwithstanding any other provision of law, it shall be at the sole discretion of a non-Federal property owner to determine which conservation agreement described in subsection

(b)to enter into with the Service for the conservation of a species. A conservation agreement referred to in subsection

(a)is any of the following: A Conservation Benefit Agreement. A Candidate Conservation Agreement. A Candidate Conservation Agreement with Assurances.
