The Director of the Federal Bureau of Intelligence shall add each covered terrorist leader to the Federal Bureau of Investigation’s Most Wanted terrorism list and offer a reward for information leading to the arrest or conviction of each such covered terrorist leader. The Secretary of State shall offer a reward for information leading to the arrest or conviction of a covered terrorist leader by exercising the authority under section 36 of the State Department Basic Authorities Act of 1956 ( 22 U.S.C. 2708 ).
The Secretary of State shall coordinate with the Attorney General, acting through the Director of the Federal Bureau of Investigation to ensure that a duplicate reward is not paid under their respective rewards programs. For the purpose of this section, a covered terrorist leader shall include any of the following: Ismail Haniyeh. Yahya Al Sinwar. Mohammed Deif. Khaled Mashal. Mahmoud al-Zahar. Mousa Mohammed Abu Marzook. Ziyard al-Nakhalah. Nasser Abu Sharif. Jamil Yusuf Ahmad ’Aliyan.
Akram al-Ajouri. Mu’ad Ibrahim Muhammed Rashid al-Atili.
