The Secretary of Health and Human Services shall prepare and submit to the Congress a report that— addresses progress on the national goals relating to substance abuse and child protection that were established in the report, entitled Blending Perspectives and Building Common Ground. A Report to Congress on Substance Abuse and Child Protection , published by the Department of Health and Human Services in 1999; addresses the financing mechanisms available to States; and has input from the Administrative Office of the United States Courts, each agency with principal responsibility for carrying out activities funded through the block grants for prevention and treatment of substance abuse under subpart II of part B of title XIX of the Public Health Service Act, and State child welfare agency directors on how to better meet the needs of families affected by substance abuse disorders.
