None of the funds made available by this Act may be used by the Secretary of Veterans Affairs to fly or display a flag over a facility of the Department of Veterans Affairs or a national cemetery other than the flag of the United States, the flag of a State, Territory, or District of Columbia, the flag of an Indian Tribal government, the flag of the Department, the flag of an Armed Force, or the POW/MIA flag.
