In this Act— the term upstream supply chain includes mining, production, or processing of critical minerals used in semiconductor manufacturing, including— zinc; gallium; germanium; silicon; lithium; and cobalt; and the term downstream supply chain includes— testing and packaging facilities for semiconductors; and advanced testing and packaging facilities for semiconductors.
