Section 9 of the Belarus Democracy Act of 2004 ( Public Law 109–480 ; 22 U.S.C. 5811 note) is amended— in paragraph (3)(A), by adding at the end before the semicolon the following: , led illegally by Alyaksandr Lukashenka ; and by adding at the end the following: The term Union State means the supranational union of the Republic of Belarus and the Russian Federation as outlined in the December 1999 Treaty on the establishment of the Union State between the governments of the Republic of Belarus and the Russian Federation. .
