In this Act: The term blue economy means the sustainable use of ocean and aquatic resources to grow the economy, improve livelihoods, and create jobs in a manner that preserves the health of ocean and aquatic ecosystems. The term blue energy technology means any technology that— derives or generates energy from a renewable energy resource; or captures, removes, and sequesters greenhouse gases; and is located in an aquatic environment. The term bulk-power system has the meaning given such term in section 215(a) of the Federal Power Act ( 16 U.S.C. 824o(a) ).
The term National Laboratory has the meaning given such term in section 2 of the Energy Policy Act of 2005 ( 42 U.S.C. 15801 ). The term renewable energy resource has the meaning given such term in section 403 of the Energy Security Act ( 42 U.S.C. 7372 ).
