Not later than 2 years after the date of enactment of this Act, the National Response Center shall— develop an online capacity through a web-based application to receive a notification of an oil discharge or release of a hazardous substance; and allow any such notification to the National Response Center that is required under Federal law or regulation to be made online using the application. In carrying out subsection (a), the National Response Center may not require the notification of an oil discharge or release of a hazardous substance to be made using the application developed under such subsection.
