Not later than 270 days after the date of enactment of this Act, the Secretary shall enter into a contract with an independent entity to conduct a study evaluating the economic and national security benefits and detriments of establishing a program within the Office to provide and incentivize, as applicable, grants, loans, loan guarantees, and equity investment to support the resilience, diversity, security, and strength of supply chains. Not later than 2 years after the date of enactment of this Act, the Secretary shall submit to the Committee on Commerce, Science, and Transportation of the Senate, the Committee on Energy and Commerce of the House of Representatives, and publish on the website of the Office, a report that contains the results of the study conducted by the entity described under subsection (a).
