Section 425 of the McKinney-Vento Homeless Assistance Act ( 42 U.S.C. 11385 ) is amended— in subsection
(a)by inserting and behavioral health, mental health, substance use disorder treatment after supportive services ; and by adding at the end the following: Behavioral health, mental health, and substance use disorder treatment shall, to the degree practicable, be provided to qualified program participants and may include— crisis behavioral health services; screening, assessment, and diagnosis; outpatient mental health and substance use services; targeted case management services; psychiatric rehabilitation services; in the case of veterans, intensive, community-based mental healthcare; and other treatments provided through a Certified Community Behavioral Health Clinic program. In this subsection, the term qualified participant means an individual or family member that— receives supportive housing, including Rapid Re-Housing, Permanent Supportive Housing, or any other type of housing assistance through the Continuum of Care Program; has qualified for supportive housing through receipt of Supplemental Security Income or Social Security Disability Income benefits; or is considered a homeless individual with a disability as defined in section 401. .
