This Act, and the amendments made by this Act, shall take effect on the first date of the first program year that begins after the date of enactment of this Act. The Secretary of Labor and the Secretary of Education shall have the authority to take such steps as are necessary before the effective date to provide for the orderly implementation on such date of the amendments to the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3101 et seq. ) made by this Act. Section 503 of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3343 ) is repealed.
