The term matter of vital national interest means an occupation where the employee will be working on a government contract related to matters, including— cybersecurity; energy; or the national defense. The Secretary of Homeland Security shall update a determination made pursuant to subsection
(a)not less than every two years. Not later than 180 days after the date of the enactment of this Act, the Secretary of Homeland Security shall report to Congress on the countries and sectors of industry, respectively, that meet the determination made pursuant to subsections (a). The Secretary of Homeland Security shall update the report under paragraph
(1)after any change is made to a determination made pursuant to subsections
(a)and shall update the report not less than every two years.
