Sec. 4. Minority Entrepreneurship Advisory Board

Not later than 180 days after the date of enactment of this Act, the Administrator shall establish a Minority Entrepreneurship Advisory Board to develop recommendations regarding how minority-serving institutions can better serve minority businesses and entrepreneurs. The members of the Board— shall be appointed by the Administrator; shall include one representative from each of— the United Negro College Fund; the Thurgood Marshall College Fund; the National Association for Equal Opportunity in Higher Education; the American Indian Higher Education Consortium; the Asian and Pacific Islander American Scholarship Fund; the National Congress of American Indians; and the Hispanic Association of Colleges and Universities; and shall include additional individuals, as determined by the Administrator, with— outstanding qualifications relating to minority-serving institutions or minority businesses and entrepreneurs; knowledge regarding the needs of small business concerns that are owned by minorities; and experience— working with startups; or in providing consultation to small business concerns.
Not later than 18 months after the date of the enactment of this Act, the Administrator shall submit to Congress the recommendations developed by the Board. The Board shall terminate not later than 6 months after the report required under subsection
(c)has been submitted. The Federal Advisory Committee Act (5 U.S.C. App.) shall not apply with respect to the Board or the activities of the Board.
