The Secretary of Health and Human Services and the Assistant Attorney General for the Civil Rights Division of the Department of Justice shall conduct a study on the effectiveness of programs and activities under section 520O of the Public Health Service Act, as added by section 2. The study under subsection
(a)shall include a qualitative and longitudinal study of— the number of persons diverted from arrests; and short- and long-term outcomes for those persons, including reduced incarceration or institutionalization, reduced incidences of use of force, and reduced utilization of resources. Not later than 3 years after the date of enactment of this Act, the Secretary of Health and Human Services and the Assistant Attorney General for the Civil Rights Division of the Department of Justice shall— complete the study under subsection (a); submit a report to the Congress on the results of such study; and publish such report.
