It is the sense of Congress that any State that receives Federal assistance for law enforcement programs to assist local jurisdictions should develop a standardized training program for school resource officers, the requirements of which should be determined by the Governor of a State and a State law enforcement agency. Section 1701 of the Omnibus Crime Control and Safe Streets Act of 1968 ( 34 U.S.C. 10381 ) is amended— by redesignating paragraphs
(22)and
(23)as paragraphs
(23)and (24), respectively; in paragraph (23), as so redesignated, by striking
(21)and inserting
(22); and by inserting after paragraph
(21)the following: to provide for the implementation of a standardized training program for school resource officers, the requirements of which shall be determined by the Governor of a State and a State law enforcement agency for local educational agencies in any State that does not have a standardized training program; .
