Section 4042(a) of title 18, United States Code, is amended by adding at the end the following: designate correctional facilities or portions of correctional facilities that house youth separate from other offenders and, to the extent possible, minimize contact between youth and other offenders except in rehabilitative, reentry, or similar programs; and establish education, skills training, reentry, and mental and emotional health programs specific to the needs of youth. .
