The Attorney General may commence in the name of the United States a civil action (including an action against a State or political subdivision) for declaratory or injunctive relief against a violation of this title. A person who is aggrieved by an alleged violation of this title may bring a civil action in an appropriate district court for declaratory or injunctive relief with respect to the violation.
