Not later than 1 year after the date of the enactment of this Act, the Secretary of Education shall conduct a study and submit a report to Congress that includes— the incidence of sexual abuse of elementary and secondary school students by— other students; and school personnel; and recommendations with respect to preventing the sexual abuse described in paragraph (1).
