Section 6 of the Coastal Barrier Resources Act ( 16 U.S.C. 3505 ) is amended by adding at the end the following new subsection: Section 5 shall not apply to expenditures or financial assistance relating to the use of funds to use a borrow site located within the System if such site has been in use as a borrow site by a coastal storm risk management project for a period of more than 15 years. .
