Section 2(b)(2)(D) of the Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 3157(b)(2)(D) ) is amended— in clause (vii), by striking and at the end; in clause (viii), by striking the period at the end and inserting ; and ; and by adding at the end the following: measuring, monitoring, reporting, and verifying greenhouse gas emissions and carbon sequestration. .
