Section 625(j)(1)(B) of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2385(j)(1)(B) ) shall be applied by striking October 1, 2010 and inserting September 30, 2026 . The authority provided under section 1113 of the Supplemental Appropriations Act, 2009 ( Public Law 111–32 ; 123 Stat. 1904) shall remain in effect through December 31, 2034. The authority described in paragraph
(1)may not be used to pay an eligible member of the Foreign Service (as defined in section 1113(b) of the Supplemental Appropriations Act, 2009 ( Public Law 111–32 ; 123 Stat. 1904)) a locality-based comparability payment (stated as a percentage) that exceeds two-thirds of the amount of the locality-based comparability payment (stated as a percentage) that would be payable to such member under section 5304 of title 5, United States Code, if such member’s official duty station were in the District of Columbia. The authorities provided under section 1015(b) of the Supplemental Appropriations Act, 2010 ( Public Law 111–212 ; 124 Stat. 2332)— shall remain in effect through September 30, 2026; and may be used to facilitate the assignment of persons for oversight of programs in countries with a humanitarian disaster or complex emergency declaration. The authority provided under section 301(a)(3) of the Omnibus Diplomatic Security and Antiterrorism Act of 1986 ( 22 U.S.C. 4831(a)(3) ) shall remain in effect for facilities in Afghanistan and shall apply to facilities in Ukraine through September 30, 2026, except that the notification and reporting requirements contained in such section shall include the appropriate congressional committees, the Committee on Appropriations of the Senate, and the Committee on Appropriations of the House of Representatives. Section 4(a) of the Reinforcing Education Accountability in Development Act (division A of Public Law 115–56 ; 22 U.S.C. 2151c note) is amended by striking one year after the date of the enactment of this Act and inserting December 31, 2025 . The Reciprocal Access to Tibet Act of 2018 ( Public Law 115–330 ; 8 U.S.C. 1182 note) is amended— in section 4(a), in the matter preceding paragraph (1), by striking the following five years and inserting the following 10 years ; and in section 5(c), in the first sentence, by striking the following five years and inserting the following 10 years . Section 7(h) of the Hong Kong Human Rights and Democracy Act of 2019 ( Public Law 116–76 ; 22 U.S.C. 5701 note) is amended by striking December 20, 2024 and inserting the date that is 10 years after the date of the enactment of this Act . Section 6(h) of the Uyghur Human Rights Policy Act of 2020 ( Public Law 116–145 ; 22 U.S.C. 6901 note) is amended by striking 5 years and inserting 10 years .
