Section 12 of the Stevenson-Wydler Technology Innovation Act of 1980 ( 15 U.S.C. 3710a ) is amended— in subsection (a)(1), by striking State or local government and inserting State, local, or territorial government ; and by adding at the end the following: For the purposes of this section, the government of a territory of the United States shall be considered a non-Federal party. .
