As a condition of receiving Federal funds from the Department of Education, any elementary school (as such term is defined in section 8101 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7801 )) or school that consists of only middle grades (as such term is defined in such section), that receives such Federal funds shall be required to obtain parental consent before— changing a minor child's gender markers, pronouns, or preferred name on any school form; or allowing a child to change the child's sex-based accommodations, including locker rooms or bathrooms.
