Not later than 1 year after the Secretary submits to Congress the report under section 7(b), the Comptroller General of the United States shall conduct a study and submit to Congress a report including— an assessment of the effect that the strategies in the recruitment, retention, or advancement of direct care workers funded under this Act had on the supply of such workers in the labor market; any specific successful strategies (as determined on the basis of the assessment in paragraph (1)) that can also support family caregivers; and recommendations for legislative or administrative actions.
