None of the funds made available by this Act may be used to carry out an enforcement action against a recipient of Federal assistance for a major disaster or emergency under the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5121 et seq. ) in any case in which such recipient— is unable to make monthly repayments for a duplication of benefits under section 312 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5155 ); and has not yet received Community Development Block Grant funds for which such recipient is eligible.
