Subtitle C of title II of the Help America Vote Act of 2002 ( 52 U.S.C. 20981 et seq. ) is amended— by redesignating section 248, as redesignated by section 113(a)(1), as section 249; and by adding before section 249 (as redesignated by paragraph (1)) the following new section: In appointing members of the Local Leadership Council, the Commission shall ensure that members who represent the same State are not of the same political affiliation in their professional capacities and should reflect the goal of soliciting diverse opinions and ideas. .
The table of contents of such Act is amended— by redesignating the item relating to section 248, as redesignated by section 113(b)(1), as section 249; and by inserting after the item relating to section 247, as added by section 113(b)(2), the following new item: Sec. 248. Membership of the Local Leadership Council. .
