Section 205 of the Help America Vote Act of 2002 ( 52 U.S.C. 20925 ) is amended by adding at the end the following new subsection: Whenever the Commission submits any budget estimate or request to the President or the Director of the Office of Management and Budget, the Commission shall concurrently transmit a copy of such estimate or request to the Committee on House Administration of the House of Representatives and the Committee on Rules and Administration of the Senate. Whenever the Commission submits any legislative recommendation, testimony, or comments on legislation requested by Congress or by any Member of Congress to the President or the Office of Management and Budget, it shall concurrently transmit a copy thereof to Congress or to the Member of Congress involved (as the case may be).
No officer or agency of the United States shall have any authority to require the Commission to submit its legislative recommendations, testimony, or comments on legislation to any office or agency of the United States for approval, comments, or review prior to the submission of such recommendations, testimony, or comments to the Congress or Member of Congress under the previous sentence. .
