Subtitle C of title II of the Help America Vote Act of 2002 ( 52 U.S.C. 20981 et seq. ) is amended by adding at the end the following new section: In appointing members of the Local Leadership Council, the Commission shall ensure that members who represent the same State are not of the same political affiliation in their professional capacities and should reflect the goal of soliciting diverse opinions and ideas. .
