Nothing in this Act, or an amendment made by this Act, shall be construed to authorize the head of an agency to take an action that is not authorized by this Act, an amendment made by this Act, or existing law. Nothing in this Act, or an amendment made by this Act, shall be construed to permit the violation of the rights of any individual protected by the Constitution of the United States, including through censorship of speech protected by the Constitution of the United States or unauthorized surveillance.
Nothing in this Act, or any amendment made by this Act, shall be construed to— impinge on the privacy rights of individuals; or allow the unauthorized access, sharing, or use of personal data.
