None of the funds appropriated or otherwise made available by this Act or any other Act shall be used to execute an inspection of any detention facility that is in a contractual agreement with U.S. Immigration and Customs Enforcement for the provision of detention services, except solely for compliance with the terms, conditions, and standards found within the National Detention Standards 2019 for U.S. Immigration and Customs Enforcement. Subsection
(a)shall take effect for detention facilities operating under existing contracts, as of the date of enactment of this Act, not later than 180 days after the date of enactment of this Act.
