None of the funds appropriated or otherwise made available by this Act or any other Act shall be used to execute an inspection of any detention facility that is in a contractual agreement with U.S. Immigration and Customs Enforcement for the provision of detention services within six months of a previous inspection of such facility. Subsection
(a)shall not apply with respect to inspections executed by the Office of Inspector General.
